Air Quality monitoring is not a simple thing, and there are existing criteria and standards for publishing data.
The equipment needed for monitoring Air Pollution is not only expensive (at least $10K per monitor) but also requires professional knowledge for their setup and maintenance - and that's a full time job.
For this reason, managing country, region or city level monitoring network is usually done by government representatives (usually linked to the environmental ministry) or by institutions certified by the government for doing so (for instance the EPA is US).
Fortunately, now days, it is possible to find much more affordable Air Quality monitors, as low as $100 per device, such as the GAIA air quality monitoring stations. The Air quality monitors are not only affordable, but also very simple to setup, and and do not required specialized skills to be operated.
